◎简 介
调查局机动组组长方国辉(刘找德华饰)为人精明干练，嫉恶如仇，与手下华恕堂(陈中泰饰)、梅美丽(郭静纯饰)、倪建国(钮承泽饰)组成了一个调查小组，正对周朝先(梁家辉饰)经营之电玩场进行监拍得经营地下赌场之证据而告上法院。不料被周收买之法官宣判无罪，电视台女记者凌飞(吴辰君饰)主动为方国辉打气，正当获得周犯罪证据之际，调查局突将方国辉放长假，并下令停止周案的调查。原来负责与黑金挂勾的侯部长(李立群饰)从中施压摆平了方国辉，周在记者会上公开宣布**，跟代表党竞选的黑帮大哥丁宗树对着干。方在凌飞的激励与法务部冯部长(赵文宣饰)的直接支持下重回岗位……
